        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MARCH 6, 2006

                                  A RESOLUTION

     1  Designating March 28, 2006, as "Underage Drinking Prevention
     2     Day" in Pennsylvania.

     3     WHEREAS, The consumption of alcoholic beverages by persons
     4  who are under the legal age to drink such beverages is a
     5  critical health and safety issue in this nation; and
     6     WHEREAS, In a nationwide survey conducted in 2004, about 10.8
     7  million persons between 12 and 20 years of age reported drinking
     8  alcohol within the last month; and
     9     WHEREAS, That same year 2.8% of 12th grade students, more
    10  than 1% of tenth grade students and .6% of eighth grade students
    11  reported daily alcohol use; and


     1     WHEREAS, Alcohol use is a leading risk factor in the three
     2  main causes of death among youth, including suicide, homicide
     3  and injury by motor vehicle accident or drowning; and
     4     WHEREAS, Other adverse consequences of underage drinking
     5  include risky sexual behavior and poor school performance; and
     6     WHEREAS, There is a nationwide effort for communities to hold
     7  town hall-style meetings on or around March 28, 2006, to learn
     8  about new research on underage drinking and to discuss ways in
     9  which to prevent underage alcohol use; therefore be it
    10     RESOLVED, That the House of Representatives designate March
    11  28, 2006, as "Underage Drinking Prevention Day" in Pennsylvania.
