7 The General Assembly of the Commonwealth of Pennsylvania

     9 Section 1. The act of March 10, 1949 (P.L.30, No.14), known
10 as the Public School Code of 1949, is amended by adding a
    11 section to read:
12 Section 1310.1. Tuition Grant Alternative.--(a) In any
13 school year in which a collective bargaining agreement, as
14 negotiated under this act and other relevant laws, is not
15 adopted by the school board and the employe organization, as
16 defined in section 1101-A, by August 15, students entering their
17 senior year shall be eligible for grants which the district
18 shall pay for enrollment in any school in which a student shall
19 be deemed to meet the compulsory attendance requirements of this

6 (b) A parent of each eligible student shall make application
7 to the district for the grant, on a form developed by the
8 district, and submit a verified statement of the educational
9 institution or school district which will provide the
10 educational program attesting to the enrollment of the student
11 and the tuition charged to the student.
12 (c) A grant shall be made in the form of a certificate
13 delivered to the parent which shall be used solely for the
14 purpose of paying tuition at the educational institution or

16 educational institution or school district, or the designated
17 agent of either, may then present the grant certificate for
    18 redemption.
19 Section 2. This act shall take effect July 1, 1997.
