HOUSE RESOLUTION

No. 634 Session of 2000


        INTRODUCED BY CARN, ROEBUCK AND JOSEPHS, NOVEMBER 16, 2000

        REFERRED TO COMMITTEE ON RULES, NOVEMBER 16, 2000

                                  A RESOLUTION

     1  Endorsing the Global Sullivan Principles of Corporate Social
     2     Responsibility and encouraging companies, large and small,
     3     domestic and international, to adopt these principles.

     4     WHEREAS, The Reverend Leon H. Sullivan, founder and chairman
     5  of the Opportunities Industrialization Centers of America,
     6  initiated the Sullivan Principles in 1977; and
     7     WHEREAS, The Sullivan Principles have been recognized as one
     8  of the most effective efforts to end discrimination in the
     9  workforce of South Africa; and
    10     WHEREAS, On November 2, 1999, at the United Nations, under
    11  the auspices of Secretary General Kofi Annan, Reverend Sullivan
    12  introduced the Global Sullivan Principles of Corporate Social
    13  Responsibility; and
    14     WHEREAS, The Global Sullivan Principles of Corporate Social
    15  Responsibility encourages companies, large and small, domestic
    16  and international, to respect the law and apply the principles
    17  with integrity consistent with the legitimate role of business;
    18  and


     1     WHEREAS, Reverend Sullivan is commended for his contribution
     2  to protecting and strenghtening human rights and dignity in the
     3  United States and around the world through the Global Sullivan
     4  Principles of Corporate Social Responsibility and particularly:
     5         (1)  Recognition of universal human rights and the rights
     6     of employees, communities and businesses.
     7         (2)  Promoting equal opportunity for employees at all
     8     levels with respect to issues such as color, age, race,
     9     gender, ethnicity or religious beliefs and prohibiting
    10     unacceptable worker treatment such as exploitation of
    11     children, physical punishment, female abuse, involuntary
    12     servitude or other forms of abuse.
    13         (3)  Respecting voluntary freedom of association.
    14         (4)  Enabling employees to meet basic needs and improve
    15     skills and capabilities.
    16         (5)  Providing a safe and healthy workplace which
    17     protects human rights, health and the environment and
    18     promotes sustainable development.
    19         (6)  Promoting fair competition, including respect for
    20     intellectual and other property rights, and refusing to
    21     offer, pay or accept bribes.
    22         (7)  Working with governments and communities to improve
    23     the quality of life for workers from disadvantaged
    24     backgrounds.
    25         (8)  Promoting the application of these principles by
    26     others with whom we do business;
    27  and
    28     WHEREAS, The application of the Sullivan Principles leads to
    29  greater tolerance and understanding and advances the culture of
    30  peace; therefore be it

     1     RESOLVED, That the House of Representatives endorse the
     2  Global Sullivan Principles of Corporate Social Responsibility
     3  and encourage companies, large and small, domestic and
     4  international, to adopt these principles.
