                                     AN ACT

     1  Amending the act of July 18, 1968 (P.L.405, No.183), entitled
     2     "An act providing compensation to certain persons who served
     3     in the military, naval or air forces of the United States or
     4     of any of her allies during the Vietnam Conflict; providing
     5     the method of making payment to representatives of persons
     6     who, because of death or incapacity, cannot personally
     7     receive compensation; imposing certain duties on the Adjutant
     8     General; making an appropriation and providing penalties,"
     9     extending the time period for filing applications for
    10     compensation.

    11     The General Assembly of the Commonwealth of Pennsylvania
    12  hereby enacts as follows:
    13     Section 1.  Section 4 of the act of July 18, 1968 (P.L.405,
    14  No.183), known as the Vietnam Conflict Veterans' Compensation
    15  Act, amended March 16, 1976 (P.L.53, No.22), is amended to read:
    16     Section 4.  Application for Compensation.--Applications for
    17  compensation shall be made to the Adjutant General on forms and
    18  in the manner as he shall prescribe.


     1     All applications shall be made (1) personally by the veteran,
     2  or (2) in case of death or mental incompetency or missing in
     3  action preventing the making of a personal application, then by
     4  such representative of the veteran as the Adjutant General shall
     5  by regulation prescribe. An application made by a representative
     6  other than one authorized by such regulation shall be void.
     7     The Adjutant General shall not accept or consider any
     8  application filed or mailed after [four years beyond the date
     9  which Congress establishes as the end of the period of service
    10  for which a person shall be eligible to receive the Vietnam
    11  Service Medal.] December 31, 1998.
    12     Section 2.  This act shall take effect immediately.
