                                     AN ACT

     1  Amending Title 23 (Domestic Relations) of the Pennsylvania
     2     Consolidated Statutes, imposing powers and duties relating to
     3     adoption upon the Department of Public Welfare.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Title 23 of the Pennsylvania Consolidated
     7  Statutes is amended by adding a section to read:
     8  § 2303.  Department of Public Welfare.
     9     (a)  Report.--Within six months of the effective date of this
    10  section, the Department of Public Welfare shall submit to the
    11  appropriate standing committees under section 5(a) of the act of
    12  June 25, 1982 (P.L.633, No.181), known as the Regulatory Review
    13  Act, a detailed summary of specific recommendations for
    14  improvement in existing adoption agency service regulations
    15  which reflect the comments and suggestions of individuals and
    16  providers interested in adoption issues. The committees, either

     1  jointly or separately, shall hold public hearings to gather
     2  additional information and suggestions which can be forwarded to
     3  the department.
     4     (b)  Regulations.--The department shall initiate the
     5  rulemaking process so that proposed regulations implementing the
     6  recommendations, information and suggestions under subsection
     7  (a) are submitted, within 12 months of the effective date of
     8  this section, to the Legislative Reference Bureau for
     9  publication in the Pennsylvania Bulletin.
    10     Section 2.  This act shall take effect immediately.
