        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 12, 2002

                                  A RESOLUTION

     1  Recognizing September 11, 2002, as "National 911 Day."

     2     WHEREAS, Protecting the lives and property of citizens is one
     3  of government's fundamental responsibilities; and
     4     WHEREAS, In times of emergency, citizens must have a quick
     5  and easy way to summon police and other rescue services; and
     6     WHEREAS, The 911 emergency telephone number fulfills this
     7  need and proves its value hundreds of times every day throughout
     8  our country; and
     9     WHEREAS, In 1968, 911 was designated the universal emergency
    10  telephone number in North America; and


     1     WHEREAS, Thousands of municipalities have established the 911
     2  telephone number system, making it possible to save more lives
     3  and to increase the public's confidence in local emergency
     4  response systems; and
     5     WHEREAS, The 911 system has enabled communities to respond to
     6  a greater number of emergency calls with added efficiency and
     7  lower costs to the public; therefore be it
     8     RESOLVED, That the House of Representatives recognize
     9  September 11, 2002, as "National 911 Day"; and be it further
    10     RESOLVED, That the House of Representatives call upon the
    11  Governor and the people of the Commonwealth of Pennsylvania to
    12  observe this day with appropriate ceremonies and activities.
