INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, SEPTEMBER 18, 2002
A RESOLUTION 1 Designating September 15 through 21, 2002, as "Yellow Ribbon 2 Youth Suicide Prevention Week" in Pennsylvania. 3 WHEREAS, Youth suicide is the fastest growing killer of youth 4 today; and 5 WHEREAS, The rate of youth suicide is three to six times 6 greater than the homicide rate; and 7 WHEREAS, Studies show that 95% of all suicides are 8 preventable with proper prevention and awareness; and 9 WHEREAS, In September 1994, 17-year-old Michael Emme, who was 10 known for providing assistance to persons while driving a yellow 11 Ford Mustang, committed suicide; and
1 WHEREAS, Because the yellow Ford Mustang was so closely 2 associated with Michael Emme's acts of kindness for other 3 people, yellow ribbons were distributed at his memorial services 4 as reminders for teens not to commit suicide; and 5 WHEREAS, Michael Emme's parents founded the Yellow Ribbon 6 Program of the Light for Life Foundation International to 7 promote awareness of youth suicide and to encourage troubled 8 youth to seek treatment and counseling for their problems 9 instead of taking their lives; and 10 WHEREAS, The Yellow Ribbon Program has spread to all 50 11 states and many other countries; therefore be it 12 RESOLVED, That the House of Representatives designate 13 September 15 through 21, 2002, as "Yellow Ribbon Youth Suicide 14 Prevention Week" in Pennsylvania.
