           M. COHEN, J. EVANS, FICHTER, FORCIER, FRANKEL, GABIG, GEIST,
           HARHAI, HERMAN, JOSEPHS, MELIO, PICKETT, PIPPY, READSHAW,
           REINARD, ROBERTS, ROSS, RUBLEY, SCAVELLO, SCHRODER, STEELMAN,
           VANCE, WASHINGTON AND YOUNGBLOOD, SEPTEMBER 23, 2002

        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 23, 2002

                                  A RESOLUTION

     1  Designating October 16, 2002, as "National Feral Cat Day" in
     2     Pennsylvania.

     3     WHEREAS, It is estimated that there are 60 million feral cats
     4  in the United States; and
     5     WHEREAS, Two unaltered cats and their offspring can
     6  exponentially produce 420,000 more cats in seven years; and
     7     WHEREAS, Feral cats are the offspring of stray or abandoned
     8  domestic cats who revert to a wild state; and
     9     WHEREAS, Feral cats usually cannot be tamed and are most
    10  content living outside in family groups called colonies; and
    11     WHEREAS, Trap-Neuter-Release (TNR) is the nonlethal
    12  population control plan in which entire colonies are humanely
    13  (and painlessly) trapped, vaccinated and neutered by
    14  veterinarians; and
    15     WHEREAS, TNR has been proven to help control cat populations
    16  and stop nuisance behaviors such as female yowling and

     1  aggressive male behavior, including frequent fighting and
     2  territorial spraying, and the cats can live healthy, safe and
     3  peaceful lives in their territories; and
     4     WHEREAS, Veterinarians, humane societies, national and local
     5  animal protection organizations and private citizens join
     6  together to advocate and participate in the spaying and
     7  neutering of feral and stray cats on "National Feral Cat Day";
     8  therefore be it
     9     RESOLVED, That the House of Representatives designate October
    10  16, 2002, as "National Feral Cat Day" and call upon the people
    11  of Pennsylvania to observe the day by volunteering to
    12  participate in programs which facilitate the spaying and
    13  neutering of feral and stray cats in their neighborhoods or by
    14  sponsoring the spaying or neutering of a feral or stray cat
    15  through their local spay/neuter program.
