                                     AN ACT

     1  Amending the act of June 24, 1931 (P.L.1206, No.331), entitled
     2     "An act concerning townships of the first class; amending,
     3     revising, consolidating, and changing the law relating
     4     thereto," further providing for intergovernmental
     5     cooperation, joint ownership and maintenance.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  Section 3013 of the act of June 24, 1931
     9  (P.L.1206, No.331), known as The First Class Township Code,
    10  reenacted and amended May 27, 1949 (P.L.1955, No.569) and
    11  amended July 2, 1953 (P.L.321, No.69), is amended to read:
    12     Section 3013.  Intergovernmental Cooperation, Joint Ownership
    13  and Maintenance.--[Townships may, jointly with cities, counties,
    14  boroughs, other townships of either class, or any combination or
    15  number of such units, acquire property for, operate and
    16  maintain, any parks, public recreation areas and facilities. Any
    17  school district may join with the township in equipping,


     1  operating and maintaining parks, public recreation areas and
     2  facilities and may appropriate money therefor.] (a)  For the
     3  purpose of acquiring property for, creating, equipping,
     4  operating or maintaining a park, playground, playfield,
     5  gymnasium, public bath, swimming pool or indoor recreation
     6  center or public recreation area and similar facility or program
     7  for public use, the board of commissioners may cooperate or join
     8  with any one or more of any of the following:
     9     (1)  A local government in accordance with 53 Pa.C.S. Ch. 23
    10  Subch. A (relating to intergovernmental cooperation).
    11     (2)  A nonprofit corporation.
    12     (b)  A township cooperating or joining with a nonprofit
    13  corporation, as authorized under subsection (a) and except as
    14  otherwise provided by law, shall comply with applicable
    15  statutory requirements governing competitive bidding, written or
    16  telephonic price quotations and execution of contracts.
    17     Section 2.  This act shall take effect in 60 days.
