A RESOLUTION 1 Recognizing the month of September 2002 as "National Alcohol and 2 Drug Addiction Recovery Month" and designating September 24, 3 2002, as "Substance Abuse Awareness Day" in Pennsylvania. 4 WHEREAS, Alcoholism and drug addiction continue to be a major 5 public health problem in this Commonwealth and the nation; and 6 WHEREAS, One out of ten Pennsylvanians suffers from the 7 disease of addiction; and 8 WHEREAS, One out of every four families has a member with an 9 addiction to alcohol or other drugs; and 10 WHEREAS, The cost to society of addiction is more than the 11 cost of heart disease and cancer combined; and 12 WHEREAS, Youths and adults respond to treatment with early 13 intervention; and 14 WHEREAS, Investment in treatment reduces costs associated
1 with medical care and crimes related to alcohol and drugs; and 2 WHEREAS, The savings to the Commonwealth are $7 for every $1 3 invested in treatment; and 4 WHEREAS, Throughout the nation, September is recognized as 5 "National Alcohol and Drug Addiction Recovery Month"; and 6 WHEREAS, The yearly observation of "National Alcohol and Drug 7 Addiction Recovery Month" focuses on recovery and the tremendous 8 strides taken by individuals who have undergone successful 9 treatment for this disease; and 10 WHEREAS, Providing this recognition not only allows the 11 Commonwealth and its communities to understand the dignity of 12 recovery and benefits of treatment but also helps reduce the 13 negative effects of stigma associated with the disease; 14 therefore be it 15 RESOLVED, That the House of Representatives recognize the 16 month of September 2002 as "National Alcohol and Drug Addiction 17 Recovery Month" and designate September 24, 2002, as "Substance 18 Abuse Awareness Day" in Pennsylvania; and be it further 19 RESOLVED, That the House of Representatives urge all 20 residents to learn more about addiction to alcohol and other 21 drugs.
