        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 24, 2002

                                  A RESOLUTION

     1  Recognizing September 28, 2002, as "National Hunting and Fishing
     2     Day."

     3     WHEREAS, Hunting and fishing have always been an important
     4  part of the American tradition. While these activities may no
     5  longer be necessary for survival, as they were in the early days
     6  of this Commonwealth, they are still relevant today; and
     7     WHEREAS, Sportsmen have been in the forefront of the
     8  conservation movement for over one hundred years. Not content
     9  with merely vocalizing their support, hunters and anglers
    10  requested special fees and taxes on their equipment which help
    11  pay for wildlife management and other conservation programs; and
    12     WHEREAS, Sportsman-financed programs have led to the dramatic

     1  comeback of white-tailed deer, elk, antelope, wild turkey and
     2  numerous other wildlife species; and
     3     WHEREAS, Individuals, and through their organizations,
     4  hunters and anglers volunteer countless hours of their time for
     5  local conservation projects and to raise funds for conservation;
     6  and
     7     WHEREAS, The idea of devoting a special day to honor
     8  sportspersons who hunt and fish for their leading role in the
     9  conservation of fish, wildlife and other natural resources
    10  originated with a Pennsylvanian, Ira Joffe of Upper Darby; and
    11     WHEREAS, September 28 marks the 31st anniversary of the first
    12  "National Hunting and Fishing Day"; therefore be it
    13     RESOLVED, That the House of Representatives recognize
    14  September 28, 2002, as "National Hunting and Fishing Day"; and
    15  be it further
    16     RESOLVED, That the House of Representatives urge all
    17  Pennsylvanians to participate in the activities associated with
    18  "National Hunting and Fishing Day."
