                                     AN ACT

     1  Providing for technical assistance for employer-sponsored child
     2     day-care programs.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Technical assistance for employer-sponsored child
     6                 day-care programs.
     7     (a)  General rule.--The Department of Public Welfare shall
     8  develop a technical assistance program to provide private
     9  employers with information, including various types of employer-
    10  sponsored child day-care benefits and demographic and economic
    11  trends relating to the work force; research on the value of
    12  child day-care assistance programs in relationship to the
    13  recruitment, retention and productivity of employees; and


     1  government-assisted child day-care programs. Employer-sponsored
     2  child day-care benefits include: resource and referral services;
     3  child day care on or near the work site; financial assistance
     4  through dependent care accounts; cafeteria-style fringe
     5  benefits; discounts at child day-care programs; and family-
     6  sensitive personnel practices such as job sharing, flextime and
     7  child-related employee leave.
     8     (b)  Workshops.--The department shall offer educational and
     9  training workshops for businesses to distribute information and
    10  help businesses address the child day-care needs of their
    11  employees.
    12     (c)  Coordination with other agencies and programs.--To the
    13  fullest extent possible, the department shall coordinate this
    14  technical assistance with Federal and State agencies or programs
    15  which have an impact on child day-care policies in the
    16  workplace, which administer subsidized child day-care services
    17  and programs and which provide child day-care resource and
    18  referral services.
    19  Section 2.  Effective date.
    20     This act shall take effect in 60 days.
