                                     AN ACT

     1  Providing for motor vehicle sales contract cancellation rights,
     2     for requirements relating to manufacturer's rebates and for a
     3     penalty; and making a repeal.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6  Section 1.  Short title.
     7     This act shall be known and may be cited as the Vehicle Sales
     8  Contract Law.
     9  Section 2.  Cancellation.
    10     A person who enters into a contract to purchase a motor
    11  vehicle, new or used, shall have three days from the date of
    12  purchase within which to cancel the contract without being
    13  penalized.
    14  Section 3.  Invoice to include rebate.
    15     A motor vehicle dealer shall include on the purchase invoice
    16  of the vehicle any rebates by the manufacturer.
    17  Section 4.  Waiver of rebate.
    18     A waiver of a manufacturer's rebate by the purchaser of a

     1  motor vehicle shall clearly be noted and acknowledged by the
     2  purchaser in writing in the sales contract.
     3  Section 5.  Penalty.
     4     Failure to comply with section 3 or 4 shall void the
     5  contract.
     6  Section 6.  Repeal.
     7     The provisions of 13 Pa.C.S. § 2204 are repealed insofar as
     8  they are inconsistent with this act.
     9  Section 7.  Effective date.
    10     This act shall take effect in 60 days.
