        AS RE-REPORTED FROM COMMITTEE ON APPROPRIATIONS, HOUSE OF
           REPRESENTATIVES, AS AMENDED, OCTOBER 17, 1989

                                     AN ACT

     1  Amending the act of January 25, 1966 (1965 P.L.1546, No.541),
     2     entitled "An act providing scholarships and providing funds
     3     to secure Federal funds for qualified students of the
     4     Commonwealth of Pennsylvania who need financial assistance to
     5     attend postsecondary institutions of higher learning, making
     6     an appropriation, and providing for the administration of
     7     this act," further providing for an increase in the maximum
     8     grant.; and providing for the length of scholarships for       <--
     9     eligible scholarship recipients.

    10     The General Assembly of the Commonwealth of Pennsylvania
    11  hereby enacts as follows:
    12     Section 1.  Section 7(a) of the act of January 25, 1966 (1965
    13  P.L.1546, No.541), entitled "An act providing scholarships and
    14  providing funds to secure Federal funds for qualified students
    15  of the Commonwealth of Pennsylvania who need financial
    16  assistance to attend postsecondary institutions of higher

     1  learning, making an appropriation, and providing for the
     2  administration of this act," amended February 21, 1986 (P.L.46,
     3  No.15), is amended to read:
     4     Section 7.  (a)  All scholarship awards will be based on the
     5  applicant's financial need, the minimum scholarship award being
     6  one hundred dollars ($100) per academic year, the maximum
     7  scholarship shall not exceed [two thousand dollars ($2,000)] two
     8  thousand five hundred dollars ($2,500) per academic year and the
     9  maximum scholarship award shall be established annually by the
    10  board of directors of the agency at a maximum level not to
    11  exceed [two thousand dollars ($2,000)] two thousand five hundred
    12  dollars ($2,500) so as to keep expenditures within the funds
    13  available through reenactment of appropriations as provided for
    14  under the act of March 28, 1974 (P.L.228, No.50), relating to
    15  the forward funding of PHEAA grant program and/or from funds
    16  appropriated or made available from State, Federal or other
    17  sources for grants during any fiscal year.

    19     Section 2.  Section 8(a) of the act is amended to read:        <--
    20     Section 8.  (a)  Each State scholarship is renewable until
    21  the course of study is completed, but not to exceed an
    22  additional [three] four academic years beyond the first year of
    23  the award. These may not necessarily be consecutive years and
    24  the scholarship will be terminated if the student receives his
    25  degree in a shorter period of time. Qualifications for renewal
    26  will include maintaining satisfactory academic standing, making
    27  normal progress toward completion of the course of study, and
    28  continued eligibility as determined by the agency including
    29  continual legal residency.
