AN ACT 1 Amending the act of January 25, 1966 (1965 P.L.1546, No.541), 2 entitled "An act providing scholarships and providing funds 3 to secure Federal funds for qualified students of the 4 Commonwealth of Pennsylvania who need financial assistance to 5 attend postsecondary institutions of higher learning, making 6 an appropriation, and providing for the administration of 7 this act," further providing for fiscal administration and 8 for an increase in the maximum grant. 9 The General Assembly of the Commonwealth of Pennsylvania 10 hereby enacts as follows: 11 Section 1. Section 6(b) of the act of January 25, 1966 (1965 12 P.L.1546, No.541), entitled "An act providing scholarships and 13 providing funds to secure Federal funds for qualified students 14 of the Commonwealth of Pennsylvania who need financial 15 assistance to attend postsecondary institutions of higher
1 learning, making an appropriation, and providing for the 2 administration of this act," amended December 18, 1969 (P.L.383, 3 No.169), is amended to read: 4 Section 6. * * * 5 (b) The [sum of one hundred thousand dollars ($100,000), or 6 as much thereof as may be necessary, is hereby specifically 7 appropriated to the] agency is authorized to conduct a matching 8 funds program for the purpose of assisting Pennsylvania 9 institutions of higher learning[, including State-owned colleges 10 or universities within the Commonwealth, or] and Pennsylvania 11 students attending [such institutions] any approved institution 12 of higher learning in securing [or] and distributing Federal or 13 other funds to be used by the institutions [of higher learning, 14 including State-owned colleges or universities], the agency or 15 other entities approved by the agency as financial aid to 16 students in meeting their costs of attendance at [such 17 institutions. Where any of the appropriated funds are to be 18 allocated by the agency to the individual institutions of higher 19 learning and State-owned colleges or universities they shall be 20 allocated in the proportion that the institution's full-time 21 enrollment bears to the total full-time enrollment among all the 22 institutions of higher learning and State-owned colleges or 23 universities receiving such allocations and in accordance with 24 rules and regulations established by the board of directors of 25 the agency. Such regulations may include, but shall not be 26 limited to, the repayment of such sums to the agency where 27 appropriate.] the institution of higher learning. The program is 28 to be carried out in accordance with rules and regulations 29 promulgated by the board of directors of the agency. 1 for the repayment of funds to the agency where appropriate. 2 * * * 3 Section 2. Section 7(a) of the act, amended February 21, 4 1986 (P.L.46, No.15), is amended to read: 5 Section 7. (a) All scholarship awards will be based on the 6 applicant's financial need, the minimum scholarship award being 7 one hundred dollars ($100) per academic year, the maximum 8 scholarship shall not exceed [two thousand dollars ($2,000)] two 9 thousand five hundred dollars ($2,500) per academic year and the 10 maximum scholarship award shall be established annually by the 11 board of directors of the agency at a maximum level not to 12 exceed [two thousand dollars ($2,000)] two thousand five hundred 13 dollars ($2,500) so as to keep expenditures within the funds 14 available through reenactment of appropriations as provided for 15 under the act of March 28, 1974 (P.L.228, No.50), relating to 16 the forward funding of PHEAA grant program and/or from funds 17 appropriated or made available from State, Federal or other 18 sources for grants during any fiscal year. 19 * * * 20 Section 3. Section 1 of this act (amending section 6(b)) 21 shall apply to the academic year beginning July 1, 1990, and to 22 academic years beginning thereafter. 23 Section 4.
