                                     AN ACT

     1  Providing for detailed records of all police motor vehicles and
     2     pedestrian stops.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Short title.
     6     This act shall be known and may be cited as the Motor Vehicle
     7  and Pedestrian Stop Report Act.
     8  Section 2.  Recordkeeping.
     9     All police departments shall maintain detailed records of all
    10  motor vehicle and pedestrian stops.
    11  Section 3.  Procedure.
    12     All State, municipal and city police departments shall
    13  develop a reporting mechanism and submit records of all motor
    14  vehicle and pedestrian stops. This procedure may be incorporated
    15  at the discretion of the commissioner within existing or
    16  forthcoming uniform crime reporting functions, including a

     1  national incident-based reporting system.
     2  Section 4.  Content.
     3     The report shall include, but not be limited to, the
     4  following detailed information:
     5         (1)  Reason for stop.
     6         (2)  Suspect information, including age, race and gender.
     7         (3)  Suspect information, including statute violations
     8     and apprehension status of the suspect.
     9         (4)  Police action taken.
    10         (5)  Any other information deemed necessary by the
    11     commissioner to evaluate and improve stop policies.
    12  Section 5.  Implementation.
    13     The commissioner may implement the reporting requirements to
    14  coincide with the timing of the implementation of a national
    15  incident-based reporting system with this Commonwealth.
    16  Section 6.  Effective date.
    17     This act shall take effect in 60 days.
