                                  A RESOLUTION

     1  Commemorating the 50th anniversary of the landmark United States
     2     Supreme Court decision, Brown v. Board of Education.

     3     WHEREAS, May 17, 2004, marks the 50th anniversary of the
     4  Supreme Court decision which led to the desegregation of public
     5  schools; and
     6     WHEREAS, The court unanimously declared that separate
     7  educational facilities for African-American children are
     8  inherently unequal and in violation of the 14th amendment to the
     9  Constitution of the United States; and
    10     WHEREAS, The Brown case includes three companion cases and
    11  one related case, and the historic decision led to hundreds of
    12  court-ordered desegregation plans and the voluntary adoption, in
    13  the face of great resistance, of race-conscious measures and
    14  racial integration; and
    15     WHEREAS, Following the 1954 decision, racial segregation of

     1  public schools declined over decades, permitting educational
     2  opportunity, achievement and diversity for many students and
     3  communities; and
     4     WHEREAS, Current trends, including Federal budget cuts,
     5  mounting state budget deficits and income gaps for African-
     6  American families, threaten expanded access and opportunity for
     7  disadvantaged people of all races; therefore be it
     8     RESOLVED, That the House of Representatives commemorate the
     9  50th anniversary of the landmark United States Supreme Court
    10  decision, Brown v. Board of Education, in affirmation of the
    11  right to public education on equal terms.
