AN ACT

Amending the act of July 3, 1985 (P.L.164, No.45), entitled "An

2

act relating to the prevention and reduction of premature

3

death and disability in this Commonwealth; providing for

4

assistance, coordination and support of the development and

5

maintenance of a comprehensive emergency medical services

6

system and for qualifications, eligibility and certification

7

of emergency medical services personnel and licensing

8

ambulance services; imposing powers and duties on the

9

Department of Health; and making repeals," further providing

10

for the definition of "emergency medical services"; and

11

providing for the definition of "emergency medical services

12

agency."

The General Assembly of the Commonwealth of Pennsylvania

14

hereby enacts as follows:

15

Section 1.  The definition of "emergency medical service" in

16

section 3 of the act of July 3, 1985 (P.L.164, No.45), known as

17

the Emergency Medical Services Act, is amended and the section

18

is amended by adding a definition to read:

Section 3.  Definitions.

20

The following words and phrases when used in this act shall

21

have the meanings given to them in this section unless the

context clearly indicates otherwise:

["Emergency medical services."  The services utilized in

4

responding to the needs of an individual for immediate medical

5

care in order to prevent loss of life or aggravation of

6

physiological or psychological illness or injury.]

"Emergency medical services agency."  An entity that engages

8

in the business or service of providing emergency medical

9

services to patients in this Commonwealth by operating any of

10

the following:

11

(1)  An ambulance.

12

(2)  An advanced life support squad vehicle.

13

(3)  A basic life support squad vehicle.

14

(4)  A quick response service.

15

(5)  A special operations EMS service. This paragraph

16

includes, but is not limited to:

17

(i)  a tactical EMS service;

18

(ii)  a wilderness EMS service;

19

(iii)  a mass-gathering EMS service;

20

(iv)  an urban search and rescue EMS service; and

21

(v)  a bike medic.

(6)  A vehicle or service which provides emergency

23

medical services outside of a health care facility, as

24

prescribed by the Department of Health by regulation.
