AN ACT 1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated 2 Statutes, providing for duplicate vehicle keys; and 3 prescribing a penalty. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Title 75 of the Pennsylvania Consolidated 7 Statutes is amended by adding a section to read: 8 § 7125. Duplicate vehicle keys. 9 (a) General rule.--No dealer, manufacturer or person shall 10 duplicate a motor vehicle key without verifying proof of 11 ownership of the vehicle for which a duplicate key has been 12 requested. 13 (b) Proof of ownership.--For purposes of this section, proof 14 of ownership shall include one form of State-issued photo 15 identification and a copy of the following: 16 (1) certificate of title; 17 (2) department registration; or
1 (3) sales or lease agreement. 2 (c) Department confirmation.--Absent proof of ownership 3 sufficient to satisfy subsection (b), a duplicate key may be 4 issued by a dealer, manufacturer or person upon submission of an 5 application for verification of vehicle information to the 6 department on a form provided by the department, together with 7 the required fee. 8 (d) Penalty.--A dealer, manufacturer or person who uses a 9 false or fictitious name, address or photo identification, makes 10 a material false statement or fails to disclose any other 11 material fact in an application for verification of vehicle 12 information or duplicates or conspires to duplicate a motor 13 vehicle key without verifying ownership of the vehicle with the 14 department in accordance with this section commits a felony of 15 the third degree. 16 Section 2.
