        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MAY 24, 2004

                                  A RESOLUTION

     1  Designating May 21, 2004, as "Bike to Work Day" in Pennsylvania.

     2     WHEREAS, The national nonprofit bicycling safety and
     3  education association, the League of American Bicyclists, has
     4  declared the month of May to be "National Bike Month" for the
     5  48th consecutive year; and
     6     WHEREAS, The League of American Bicyclists has declared May
     7  17 through 21, 2004, as "Bike-to-Work Week" and May 21, 2004, as
     8  "Bike-to-Work Day"; and
     9     WHEREAS, Friends of bicycling throughout this Commonwealth
    10  will be promoting bicycling as a wholesome, leisurely activity
    11  as well as an environmentally friendly alternative to the


     1  automobile during the month; and
     2     WHEREAS, Bicycling and other forms of exercise which increase
     3  flexibility and the heart rate for at least 30 minutes each day
     4  are vital to wellness and to physical, emotional, intellectual
     5  and spiritual health; and
     6     WHEREAS, The consumption of almost one billion gallons of
     7  gasoline could be saved each year if all drivers would
     8  substitute bicycles for cars in short commutes to work or
     9  shopping just once every two weeks; and
    10     WHEREAS, In addition, this Commonwealth is home to the most
    11  rail trails in the nation, with 115 open rail trails totaling
    12  approximately 1,000 miles and equaling 10% of the nation's rail
    13  trails, with more than 100 rail-trail projects currently in
    14  progress; and
    15     WHEREAS, The Bureau of State Parks strives to develop safe
    16  bike trails in State parks which feature a variety of trail
    17  sizes, terrains and scenic views and which allow access to many
    18  resources, facilities and activities found within each park; and
    19     WHEREAS, The Department of Transportation, in cooperation
    20  with local municipalities, realizes and promotes the importance
    21  of bicycle safety and the department has included on its World
    22  Wide Web site the Pennsylvania Bicycle Driver's Manual and the
    23  Bicycling Directory of Pennsylvania; therefore be it
    24     RESOLVED, That the House of Representatives designate May 21,
    25  2004, as "Bike to Work Day" in Pennsylvania and urge all
    26  citizens to participate in the events planned.
