A RESOLUTION 1 Urging the Congress of the United States to oppose recently 2 proposed legislation establishing Federal regulation of the 3 insurance industry. 4 WHEREAS, The cost of health insurance continues to escalate, 5 making it difficult for individuals and families to afford 6 adequate coverage and accessibility to quality health care; and 7 WHEREAS, Many states, including the Commonwealth of 8 Pennsylvania, have taken various measures to regulate certain 9 insurance companies by requiring accountability with respect to 10 surplus levels and financial plans; and 11 WHEREAS, Recently, legislation proposed by Ohio Congressman 12 Michael Oxley abolishes state insurance regulation and 13 establishes Federal regulation of the insurance industry; and 14 WHEREAS, This legislation strips states of their power to 15 regulate the insurance industry and removes consumer protection 16 statutes, allowing policyholders to fall victim to unlawful 17 rating practices and higher premiums; therefore be it
1 RESOLVED, That the House of Representatives of the 2 Commonwealth of Pennsylvania urge Congress to oppose legislation 3 establishing Federal regulation of the insurance industry; and 4 be it further 5 RESOLVED, That copies of this resolution be transmitted to 6 the presiding officers of each house of Congress and to each 7 member of Congress from Pennsylvania.
