HOUSE RESOLUTION

No. 742 Session of 2002


        INTRODUCED BY BISHOP, D. EVANS, CALTAGIRONE, HENNESSEY,
           LAUGHLIN, MYERS, MELIO, TIGUE, HERSHEY, ROEBUCK, PISTELLA,
           ROBERTS, THOMAS AND J. WILLIAMS, NOVEMBER 20, 2002

        REFERRED TO COMMITTEE ON RULES, NOVEMBER 20, 2002

                                  A RESOLUTION

     1  Directing the appointment of a special committee to study the
     2     expansion practices of the Southeastern Pennsylvania
     3     Transportation Authority.

     4     WHEREAS, Recent expansion practices of the Southeastern
     5  Pennsylvania Transportation Authority threaten to cause
     6  significant urban blight in the City of Philadelphia and have
     7  not considered minority business; and
     8     WHEREAS, The authority is not cooperating with State
     9  Government in these expansion practices; therefore be it
    10     RESOLVED, That the Speaker of the House of Representatives
    11  appoint a special committee to study the recent expansion
    12  practices of the Southeastern Pennsylvania Transportation
    13  Authority; and be it further
    14     RESOLVED, That the Speaker of the House of Representatives
    15  appoint four members from Southeastern Pennsylvania and the
    16  Minority Leader of the House of Representatives appoint three
    17  members from Southeastern Pennsylvania; and be it further
    18     RESOLVED, That the committee be authorized to hold hearings,

     1  take testimony and make its investigations at such places as it
     2  deems necessary in this Commonwealth; and be it further
     3     RESOLVED, That the committee be authorized to issue subpoenas
     4  under the hand and seal of its chairman commanding any person to
     5  appear before the committee and to answer questions touching
     6  matters properly being inquired into by the committee and to
     7  produce such books, papers, records and documents as the
     8  committee deems necessary; and be it further
     9     RESOLVED, That subpoenas be servable upon any person and have
    10  the same effect as subpoenas issued out of the courts of this
    11  Commonwealth and that any person that willfully neglects or
    12  refuses to testify before the committee or to produce any books,
    13  papers, records or documents be subject to the penalties
    14  provided by the laws of this Commonwealth in such case; and be
    15  it further
    16     RESOLVED, That each member of the committee have power to
    17  administer oaths and affirmations to witnesses appearing before
    18  the committee; and be it further
    19     RESOLVED, That the committee report to the House of
    20  Representatives on its activities, findings and recommendations
    21  by November 19, 2002; and be it further
    22     RESOLVED, That the expenses incurred by the committee in
    23  carrying out its responsibilities, including per diem and travel
    24  expenses incurred by members and regular staff, stenographic
    25  charges and other incidental expenses be paid from appropriate
    26  accounts under the control of the chief clerk and be in addition
    27  to any other amount authorized for expenses for contractors,
    28  consultants and staff; and be it further
    29     RESOLVED, That, by November 25, 2002, the chairman cause a
    30  record of all expenses incurred by the committee or its members

     1  which are payable at Commonwealth expense to be filed with the
     2  chief clerk.
