AN ACT 1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated 2 Statutes, providing for issuing identification cards to 3 nondriving persons and for establishing a fee for same. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Section 1510(b) of Title 75 of the Pennsylvania 7 Consolidated Statutes is amended to read: 8 § 1510. Issuance and content of driver's license. 9 * * * 10 (b) Identification card.-- 11 (1) The department shall, upon payment of the required 12 fee, issue an identification card to any [person] of the 13 following: 14 (i) A person, regardless of age, who has made 15 application therefor [in such manner as the department 16 shall prescribe or]. The person shall, at a minimum,
1 provide the department with his birth certificate and 2 other information to prove his name, date of birth, 3 Social Security number and place of residence. 4 (ii) A person whose driver's license has been 5 surrendered to the department because of a suspension or 6 revocation of an operating privilege under this or any 7 other title. 8 (2) The identification card shall have substantially the 9 same content as a driver's license but shall clearly indicate 10 that it is not a driver's license. 11 (3) Upon failure of any person to pass any examination 12 required under section 1514 (relating to expiration and 13 renewal of drivers' licenses), the department shall, where 14 appropriate, issue a complimentary identification card as an 15 expression of gratitude for years of safe driving. The card 16 shall only be issued upon receipt of the person's driver's 17 license. 18 * * * 19 Section 2. The Department of Transportation may promulgate 20 regulations to carry out the provisions of this act, except the 21 department may not, by regulation, establish a minimum age for 22 applying for an identification card. 23 Section 3.
