        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JUNE 8, 2004

                                  A RESOLUTION

     1  Designating the month of June 2004 as "Workplace Safety Month"
     2     in Pennsylvania.

     3     WHEREAS, The House of Representatives considers the safety of
     4  the men and women in Pennsylvania's work force an absolute
     5  priority; and
     6     WHEREAS, The Pennsylvania Work Injuries and Illnesses annual
     7  report, compiled by the Pennsylvania Department of Labor and
     8  Industry, recorded 95,206 workplace injuries and 146 fatalities
     9  in its report for 2002; and
    10     WHEREAS, These findings represent a 5.3% increase in
    11  workplace injuries and a 9% increase in fatalities from the
    12  previous one and one-half years; and
    13     WHEREAS, Workplace injuries occurred in inherently dangerous
    14  enterprises such as construction, public utilities,

     1  transportation and manufacturing; and
     2     WHEREAS, The Commonwealth initiated a comprehensive "Call
     3  Before You Dig" public awareness campaign spanning from June
     4  through October 2004 to address the harms associated with
     5  dangerous outdoor workplaces where injury or death of workers
     6  and nearby residents is a serious threat; and
     7     WHEREAS, This five-month safety campaign seeks to increase
     8  the use of the perpetual 5% discount on annual workers'
     9  compensation premiums for businesses instituting and maintaining
    10  a State-certified workplace safety committee; and
    11     WHEREAS, On June 16, 2004, Pennsylvania employers,
    12  supervisors and human resource personnel will observe "Health
    13  and Safety Day" by convening in Harrisburg to learn effective
    14  and successful ways to keep their employees healthy and safe;
    15  therefore be it
    16     RESOLVED, That the House of Representatives designate the
    17  month of June 2004 as "Workplace Safety Month" to raise
    18  awareness of workplace safety and to strive toward keeping all
    19  work environments free from potential hazards to workers.
