AN ACT 1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated 2 Statutes, providing for GREAT plate; and further providing 3 for payments to special funds. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Title 75 of the Pennsylvania Consolidated 7 Statutes is amended by adding a section to read: 8 § 1366. GREAT plate. 9 The department, in consultation with the Pennsylvania 10 Commission on Crime and Delinquency, shall design a special gang 11 resistance education and training (GREAT) registration plate 12 that utilizes the GREAT logo or slogan in the design. Upon 13 application of any person, accompanied by a fee of $35, which 14 shall be in addition to the annual registration fee, the 15 department shall issue the plate for a passenger car, motor 16 home, trailer or truck with a gross vehicle weight rating of not 17 more than 9,000 pounds. The Gang Resistance and Education 18 Training Program shall receive $15 of each additional fee for
1 this plate. 2 Section 2. Section 1905 of Title 75 is amended by adding a 3 subsection to read: 4 § 1905. Payments to special funds. 5 * * * 6 (d) Gang Resistance Education and Training Fund.--Fifteen 7 dollars of each fee received under section 1366 (relating to 8 GREAT plate) shall be credited to the Gang Resistance Education 9 and Training Fund, established as follows: 10 (1) There is hereby established a special account in the 11 State Treasury that shall be known as the Gang Resistance 12 Education and Training (GREAT) Fund. The purpose of the GREAT 13 Fund is to provide moneys for an ongoing education program in 14 public schools to prevent gang activity, utilizing police 15 agency representatives, school district employees, materials, 16 supplies and other necessary expenses associated with the 17 program. 18 (2) All moneys in the GREAT Fund are hereby annually 19 appropriated to the Pennsylvania Commission on Crime and 20 Delinquency and may be expended for the purposes authorized 21 under this subsection. 22 (3) Estimates of amounts to be expended under this 23 subsection shall be submitted to the Governor by the 24 Pennsylvania Commission on Crime and Delinquency for the 25 Governor's approval. 26 (4) The State Treasurer shall not honor any requisition 27 for expenditures by the Pennsylvania Commission on Crime and 28 Delinquency in excess of estimates approved by the Governor 29 or in excess of the amount available for the purposes for 30 which the requisition was made, whichever is the lesser 20070H0806B0925 - 2 -

2 Section 3. This act shall take effect in 60 days.
