        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 8, 2004

                                  A RESOLUTION

     1  Commending the Student Assistance Program on its 20th
     2     anniversary.

     3     WHEREAS, In 1984 the Department of Health's Bureau of Drug
     4  and Alcohol Programs provided a grant for seed money to
     5  implement pilot Student Assistance Programs in this Commonwealth
     6  under the auspices of the Department of Education; and
     7     WHEREAS, The success of these pilot programs led to the
     8  establishment of the Commonwealth Student Assistance Program
     9  Advisory Committee in 1984; and
    10     WHEREAS, The Student Assistance Program has expanded over the
    11  years through support from the Commonwealth of Pennsylvania, as
    12  well as the Pennsylvania Masonic Foundation; and


     1     WHEREAS, In 1986, the Pennsylvania Department of Public
     2  Welfare's Office of Mental Health and Substance Abuse Services
     3  provided the support necessary for expansion of the Student
     4  Assistance Program initiative to include intervention strategies
     5  for students at risk of suicide; and
     6     WHEREAS, In 1988, the Pennsylvania Department of Education,
     7  the Department of Health and the Department of Public Welfare
     8  formed the Commonwealth Student Assistance Program Interagency
     9  Committee to collaborate to seek funding and improve student
    10  assistance training and programming in Pennsylvania; and
    11     WHEREAS, In 1989, the Pennsylvania Association of Student
    12  Assistance Professionals was established; and
    13     WHEREAS, The 20th anniversary of the Pennsylvania Student
    14  Assistance Program is being observed during the 2004-2005 school
    15  year; therefore be it
    16     RESOLVED, That the House of Representatives commend the
    17  Student Assistance Program on its 20th anniversary during school
    18  year 2004-2005.
