        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 28, 2004

                                  A RESOLUTION

     1  Recognizing October 1 through 7, 2004, as "Dyslexia Awareness
     2     Week" in Pennsylvania.

     3     WHEREAS, The children of this Commonwealth hold the key to
     4  the future of this State and our nation and deserve equal
     5  opportunities to succeed in educational endeavors; and
     6     WHEREAS, It is essential that children are nurtured, their
     7  passions and abilities are encouraged and their ideas are
     8  respected; and
     9     WHEREAS, In the learning process it has long been recognized
    10  that children have different educational abilities and learn at
    11  their own pace and in their own way; and


     1     WHEREAS, Children with specific learning disabilities such as
     2  dyslexia deserve the confidence and academic support needed for
     3  learning; and
     4     WHEREAS, Dyslexia is defined as a severe difficulty in
     5  understanding or using one or more areas of language, including
     6  listening, speaking, reading, writing and spelling; and
     7     WHEREAS, A person with dyslexia may have a significant
     8  discrepancy between their intellectual ability and reading
     9  performance without an apparent physical, emotional or cultural
    10  cause; and
    11     WHEREAS, It is estimated that dyslexia is a learning
    12  disability which impairs 15% of American children; and
    13     WHEREAS, The 32nd Degree Masonic Learning Center for Children
    14  has been established to provide free, state-of-the-art tutoring
    15  specialized to teach a child with dyslexia to read and write
    16  more effectively; and
    17     WHEREAS, The House of Representatives joins with the 32nd
    18  Degree Masonic Learning Center for Children and the Governor in
    19  support of "Dyslexia Awareness Week" as a means to foster
    20  greater understanding of this learning disability and the
    21  techniques which help children and adults overcome it; therefore
    22  be it
    23     RESOLVED, That the House of Representatives recognize October
    24  1 through 7, 2004, as "Dyslexia Awareness Week" in Pennsylvania;
    25  and be it further
    26     RESOLVED, That the House of Representatives commend those
    27  organizations which provide services to children with dyslexia,
    28  thereby helping them reach their unlimited potential.
