AN ACT
1 Authorizing and directing the Department of General Services,
2 with the approval of the Governor, to grant and convey to the
3 Philadelphia Regional Port Authority certain lands situate in
4 the City of Philadelphia.
5 The General Assembly of the Commonwealth of Pennsylvania
6 hereby enacts as follows:
7 Section 1. Land in the City of Philadelphia.
8 (a) Authorization.--The Department of General Services, with
9 the approval of the Governor, is hereby authorized and directed
10 on behalf of the Commonwealth of Pennsylvania to grant and
11 convey to the Philadelphia Regional Port Authority, for $1,
12 certain lands situate in the City of Philadelphia described in
13 subsection (b).
14 (b) Description.--The lands to be conveyed pursuant to
15 subsection (a) consist of 4.93 acres more particularly described
16 as follows:
17 ALL THAT CERTAIN land located in the City of Philadelphia,
18 Commonwealth of Pennsylvania, in accordance with a plan prepared
1 by John H. Leapson, Professional Land Surveyor, entitled
2 "Northbound Service Lanes Christopher Columbus Boulevard from
3 Oregon Avenue to former McKean Street," dated December 2, 2002,
4 and described as follows to wit:
5 BEGINNING AT A POINT, said point being the intersection of the
6 easterly side of Christopher Columbus Boulevard (variable width)
7 produced and the centerline of Oregon Avenue (120 feet wide);
8 Thence, along said centerline, North 75 degrees 30 minutes 00
9 seconds West, 75.000 feet to a point; Thence, in and through the
10 bed of said Christopher Columbus Boulevard the following six (6)
11 courses and distances, to wit:
12 1. North 14 degrees 30 minutes 00 seconds East, 767.165 feet
13 to a point of curvature;
14 2. along a curve to the left having a radius of 500.000
15 feet, an arc length of 323.421 feet and a chord bearing
16 and distance of North 04 degrees 01 minutes 50 seconds
17 West 317.812 feet to a point;
18 3. North 22 degrees 33 minutes 41 seconds West, 210.503 feet
19 to a point;
20 4. North 23 degrees 25 minutes 58 seconds West, 174.823 feet
21 to a point;
22 5. North 21 degrees 53 minutes 32 seconds West, 2280.036
23 feet to a point;
24 6. North 68 degrees 07 minutes 08 seconds East, 49.000 feet
25 to a point, the intersection of the easterly side of said
26 Christopher Columbus Boulevard and the northerly side of
27 the former McKean Street;
28 Thence, along the easterly side of said Christopher Columbus
29 Boulevard the following seven (7) courses and distances, to wit:
30 1. crossing said former McKean Street, South 21 degrees 52

1 minutes 52 seconds East, 155.568 feet to a point on the
2 southerly side of same;
3 2. South 21 degrees 52 minutes 52 seconds East, 361.519 feet
4 to a point on the northerly side of Snyder Avenue;
5 3. crossing same, South 21 degrees 52 minutes 52 seconds
6 East, 93.158 feet to a point on the southerly side of
7 same;
8 4. South 21 degrees 52 minutes 52 seconds East, 481.313 feet
9 to a point on the northerly side of Jackson Street;
10 5. crossing same, South 21 degrees 52 minutes 52 seconds
11 East, 86.947 feet to a point on the southerly side of
12 same;
13 6. South 21 degrees 52 minutes 52 seconds East, 1505.713
14 feet to a point of curvature;
15 7. along a curve to the left having a radius of 30.874 feet,
16 an arc length of 44.563 feet and a chord bearing and
17 distance of South 63 degrees 13 minutes 52 seconds East
18 40.794 feet to a point on the northerly side of Port
19 Street;
20 Thence, along said Porter Street, North 75 degrees 25 minutes 07
21 seconds East, 22.201 feet to a point; Thence, crossing same,
22 South 14 degrees 34 minutes 53 seconds East, 148.626 feet to a
23 point on the southerly side of same; Thence, along said easterly
24 side of Christopher Columbus Boulevard, South 14 degrees 30
25 minutes 00 seconds West, 890.000 feet to a point on the
26 northerly side of the aforementioned Oregon Avenue;
27 Thence, through the bed of same, South 14 degrees 30 minutes 00
28 seconds West, 60.000 feet to the POINT OF BEGINNING.
29 CONTAINING: 214,909 square feet or 4.93 acres of land, more or
30 less.

1 (c) Easements.--The conveyance shall be made under and
2 subject to all lawful and enforceable easements, servitudes and
3 rights of others, including but not confined to streets,
4 roadways and rights of any telephone, telegraph, water,
5 electric, gas or pipeline companies, as well as under and
6 subject to any lawful and enforceable estates or tenancies
7 vested in third persons appearing of record, for any portion of
8 the land or improvements erected thereon.
9 (d) Deed.--The deed of conveyance shall contain a clause
10 that if the Philadelphia Regional Port Authority or its
11 successor in interest ceases to exist, the lands conveyed by
12 this act shall immediately revert to and revest in the grantor,
13 unless a successor authority has been formed to continue the
14 Commonwealth's governance of regional port activities along the
15 Delaware River.
16 (e) Deed execution.--The deed of conveyance authorized by
17 this section shall be approved as provided by law and shall be
18 executed by the Secretary of General Services in the name of the
19 Commonwealth of Pennsylvania.
20 (f) Costs and fees.--Costs and fees incidental to this
21 conveyance shall be borne by the grantee.
22 Section 2. Effective date.
23 This act shall take effect immediately.
