        AS REPORTED FROM COMMITTEE ON URBAN AFFAIRS, HOUSE OF
           REPRESENTATIVES, AS AMENDED, MAY 8, 2002

                                     AN ACT

     1  Amending the act of July 28, 1953 (P.L.723, No.230), entitled,
     2     as amended, "An act relating to counties of the second class
     3     and second class A; amending, revising, consolidating and
     4     changing the laws relating thereto," further providing for
     5     tax levies.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  The act of July 28, 1953 (P.L.723, No.230), known
     9  as the Second Class County Code, is amended by adding a section
    10  to read:
    11     Section 1970.4.  Tax Levy for Police Services.--Every county
    12  of the second class may levy an annual tax not exceeding ten      <--
    13  THREE mills to support a police department which serves the       <--
    14  county solely, to support the county's participation in a
    15  regional police department or to pay for the purchase of police
    16  services for the county. IF AN ANNUAL TAX FOR THE PURPOSES        <--
    17  SPECIFIED IN THIS SECTION IS PROPOSED TO BE SET AT A LEVEL

     1  HIGHER THAN THREE MILLS, THE QUESTION SHALL BE SUBMITTED TO THE
     2  VOTERS OF THE COUNTY AND THE COUNTY BOARD OF ELECTIONS SHALL
     3  FRAME THE QUESTION IN ACCORDANCE WITH THE ELECTION LAWS OF THIS
     4  COMMONWEALTH FOR SUBMISSION TO THE VOTERS OF THE COUNTY.
     5     Section 2.  This act shall take effect in 60 days.
