A RESOLUTION 1 Congratulating the Honorable Elinor Z. Taylor upon her 2 retirement as chairman and a member of the Pennsylvania 3 Higher Education Assistance Agency board of directors. 4 WHEREAS, The Honorable Elinor Z. Taylor will retire at the 5 end of the 2005-2006 legislative session as chairman and a 6 member of the Pennsylvania Higher Education Assistance Agency 7 (PHEAA) board of directors; and 8 WHEREAS, Representative Taylor is an outstanding public 9 servant, educator and leader, well-known for her dedication to 10 educational excellence and access for the students and 11 communities of this Commonwealth; and 12 WHEREAS, Representative Taylor has been an educator 13 throughout her adult life and has worked tirelessly to ensure 14 that others have access to and choice in higher education, 15 especially during her 29 years as a member of the PHEAA board of 16 directors; and 17 WHEREAS, In 1995, Representative Taylor was unanimously 18 elected chairman of the PHEAA board of directors and has held
1 that post for 11 years; and 2 WHEREAS, As chairman of the PHEAA board, Representative 3 Taylor has fought for increases in college funding for 4 financially needy students and has led PHEAA to unprecedented 5 growth; and 6 WHEREAS, In 2005-2006 alone, PHEAA was able to dedicate more 7 than $200 million to public service initiatives intended to 8 reduce debt for Pennsylvania students; and 9 WHEREAS, Representative Taylor has served the people of this 10 Commonwealth with commitment and competence; and 11 WHEREAS, Representative Taylor also serves on the Act 101- 12 Academic Development Council, the President's Council, Community 13 Advisory Council and Council of Trustees of West Chester 14 University; is a member of the board of directors of West 15 Chester University Foundation and the President's Council of 16 Immaculata College; and is Chairman of the Tuition Account 17 Program (TAP) Advisory Board; therefore be it 18 RESOLVED, That the House of Representatives congratulate the 19 Honorable Elinor Z. Taylor upon her retirement as chairman and a 20 member of the Pennsylvania Higher Education Assistance Agency 21 board of directors; and be it further 22 RESOLVED, That a copy of this resolution be transmitted to 23 Representative Taylor.
