THE GENERAL ASSEMBLY OF PENNSYLVANIA


HOUSE BILL

No. 933 Session of 1999

           YOUNGBLOOD, CURRY, CORRIGAN, TRELLO, EVANS, RAMOS AND KAISER,
           MARCH 17, 1999

                                     AN ACT

     1  Authorizing the Governor to enter into a sister-state agreement
     2     with the Province of Salta, Argentina.

     3     The General Assembly finds and declares as follows:
     4         (1)  A number of states, including New Jersey, have
     5     entered into sister-state agreements with foreign states or
     6     nations.
     7         (2)  The goal of sister-state agreements is to promote
     8     economic, educational and cultural exchanges.
     9         (3)  The value of sister-state agreements, mutual
    10     prosperity and a better understanding of cultural differences
    11     has repeatedly been demonstrated.
    12         (4)  International cooperation becomes imperative as
    13     virtually every economy becomes a global economy.
    14     The General Assembly of the Commonwealth of Pennsylvania
    15  hereby enacts as follows:
    16  Section 1.  Authority of Governor.
    17     The Governor of this Commonwealth is authorized to negotiate

     1  and enter into a sister-state agreement with the governor or
     2  similar officer of the Province of Salta, Argentina.
     3  Section 2.  Appointment of task force.
     4     Following execution of a sister-state agreement between the
     5  Commonwealth and the Province of Salta, each party shall appoint
     6  a task force to develop and recommend specific actions both the
     7  Commonwealth and the Province of Salta will undertake under the
     8  agreement. Each task force should consider the feasibility of
     9  the following actions:
    10         (1)  Sponsoring trade missions.
    11         (2)  Creating student and faculty exchange programs.
    12         (3)  Implementing technology exchanges.
    13         (4)  Creating a joint tourism commission.
    14         (5)  Creating a framework for cultural cooperation and
    15     cultural exchange.
    16  Section 3.  Report to General Assembly.
    17     The Governor shall make periodic reports of actions taken
    18  under the sister-state agreement to the General Assembly.
    19  Section 4.  Effective date.
    20     This act shall take effect in 60 days.
