        AS RE-REPORTED FROM COMMITTEE ON APPROPRIATIONS, HOUSE OF
           REPRESENTATIVES, AS AMENDED, JUNE 6, 2005

                                     AN ACT

     1  Amending the act of April 23, 2002 (P.L.298, No.39), entitled
     2     "An act providing for a commercial downtown enhancement
     3     program to be administered by the Department of Community and
     4     Economic Development," further providing for the Main Street
     5     Program.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  Section 3(b) of the act of April 23, 2002
     9  (P.L.298, No.39), known as the Main Street Act, is amended to
    10  read:
    11  Section 3.  Program.

    13     (b)  Requirements.--The program shall at a minimum include
    14  the following components:

     1         (1)  Basic grants, for up to five years, for
     2     administrative costs associated with the hiring of a manager.
     3         (2)  [Commercial downtown] Downtown reinvestment grants
     4     for infrastructure and structural improvements WITHIN THE      <--
     5     ESTABLISHED COMMERCIAL DOWNTOWN, including streets,
     6     streetlights, trees, housing, commercial and residential
     7     facades and sidewalks or other pedestrian-oriented features.
     8         (3)  Plans for marketing and promoting the established
     9     commercial downtown within the Main Street area.
    10         (3.1)  Plans for marketing and promoting residential
    11     opportunities within the Main Street area.
    12         (4)  Plans to leverage additional private and public
    13     investment in the Main Street area.
    14         (5)  Plans to address social or economic concerns within
    15     the Main Street area.
    16         (6)  Plans, to the greatest extent possible, to achieve
    17     consistency with existing revitalization efforts.
    18         (7)  An assessment of the potential need for the
    19     following components:
    20             (i)  The establishment of a neighborhood improvement
    21         district as defined in the act of December 20, 2000
    22         (P.L.949, No.130), known as the Neighborhood Improvement
    23         District Act.
    24             (ii)  A review of local comprehensive plans and
    25         zoning and other land use ordinances to foster the
    26         viability of the Main Street area.

    28     Section 2.  This act shall take effect in 60 days.
