legislatively defined, which are also based on a five-year
rolling average; and
WHEREAS, These factors are weighted accordingly:
(1) 30% lane miles in county;
(2) 15% vehicle miles traveled in county;
(3) 15% bridge rating for county, which is made up of
square feet of bridge deck in county and bridge maintenance
condition based on inspections; and
(4) 40% roadway rating for county, which is made up of
road conditions collected through video logging and analysis,
guardrail conditions, drainage needs and truck miles in
county;
and
WHEREAS, In fiscal year 2016-2017 the gross allocation of
State highway maintenance funds among the 11 PennDOT Districts
was slightly over $1.33 billion; and
WHEREAS, In fiscal year 2017-2018 the gross allocation of
State highway maintenance funds among the 11 PennDOT Districts
was slightly over $1.34 billion; and
WHEREAS, The State highway maintenance funds support PennDOT
Districts, providing a safe and reliable transportation
infrastructure, which is a core function of government;
therefore be it
RESOLVED, That the House of Representatives direct the
Legislative Budget and Finance Committee to conduct a study of
the distribution of State highway maintenance funds; and be it
further
RESOLVED, That the study determine if the current State
highway funding formula provides for appropriate distribution of
funds among each county within the 11 PennDOT Districts; and be
