AN ACT 1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated 2 Statutes, requiring lessors of vehicles to reveal the names 3 of lessees in certain cases. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Title 75 of the Pennsylvania Consolidated 7 Statutes is amended by adding a section to read: 8 § 1305.1. Identity of lessees. 9 (a) Duty of lessor.--If the owner of a vehicle leases the 10 vehicle to another person and the vehicle remains registered in 11 the name of the lessor, the lessor shall, upon request, reveal 12 the identity of the lessee of the vehicle to any law enforcement 13 officer of the Commonwealth, or a political subdivision thereof, 14 who has reasonable grounds to believe the vehicle was involved 15 in an accident or violation of law, including a parking 16 violation.
1 (b) Penalty.--A person who violates this section commits a 2 summary offense and shall, upon conviction, be sentenced to pay 3 a fine of not less than $100 nor more than $500. 4 Section 2. Section 6148 of Title 75 is amended to read: 5 § 6148. Applicability to leased vehicles. 6 An agreement or arrangement entered into, or a declaration 7 issued, under the authority of this subchapter may contain 8 provisions under which a leased vehicle properly registered by 9 the lessor may be entitled, subject to terms and conditions 10 stated therein, to the exemptions, benefits and privileges 11 extended by such agreement, arrangement or declaration[.], 12 provided that the lessor agrees to reveal the identity of the 13 lessee of the vehicle to any law enforcement officer of the 14 Commonwealth, or a political subdivision thereof, who has 15 reasonable grounds to believe the vehicle was involved in an 16 accident or violation of law, including a parking violation. 17 Section 3.
