                                     AN ACT

     1  Making an appropriation to the Department of Public Welfare for
     2     emergency energy assistance.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Appropriation.
     6     An amount equal to 0.25 mills of the utilities' gross
     7  receipts tax collected during each fiscal year under Article XI
     8  of the act of March 4, 1971 (P.L.6, No.2), known as the Tax
     9  Reform Code of 1971, shall be appropriated annually from the
    10  General Fund to the Department of Public Welfare for State-
    11  funded emergency energy assistance if the Governor declares that
    12  weather conditions, natural or man-made disasters or high energy
    13  prices, or a combination thereof, are a threat to public health
    14  within this Commonwealth and available Federal home energy
    15  assistance funds are not sufficient to meet this need. The
    16  Governor shall publish this emergency declaration in the

     1  Pennsylvania Bulletin along with the criteria and emergency
     2  regulations for this program.
     3  Section 2.  Effective date.
     4     This act shall take effect immediately.
