HOUSE BILL

           AMENDED, JUNE 11, 2001

                                     AN ACT

     1  Making appropriations to the Trustees of the University of
     2     Pennsylvania.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  (a)  The following sums, or as much thereof as
     6  may be necessary, are hereby appropriated to the Trustees of the
     7  University of Pennsylvania for the fiscal year July 1, 2001, to
     8  June 30, 2002, for the purposes and in the amounts as shown:
     9     (1)  For dental clinics........................      $938,000
    10     (2)  For instruction in the Doctor of Medicine
    11  program...........................................     4,034,000
    12     (3)  For veterinary activities.................    35,826,000  <--
    13     (4)  For cardiovascular studies................       632,000
    14     (3)  FOR VETERINARY ACTIVITIES.................    36,626,000  <--
    15     (4)  FOR CARDIOVASCULAR STUDIES................     1,632,000
    16     (b)  The sum of $241,000 $248,000 is hereby appropriated to    <--


     1  the Trustees of the University of Pennsylvania for the fiscal
     2  year July 1, 2001, to June 30, 2002, for the general maintenance
     3  of the University of Pennsylvania Museum and the purchase of
     4  such apparatus and equipment as the trustees may deem necessary
     5  for the best interest of the University of Pennsylvania Museum.
     6     Section 2.  (a)  Payments to the University of Pennsylvania
     7  on account of the appropriations for the items provided in
     8  section 1(a) shall be made quarterly by the Secretary of
     9  Education on the basis of costs during the fiscal year and shall
    10  be conditioned on continuing authority for inclusion on the
    11  Board of Trustees of the University of Pennsylvania of a minimum
    12  of four persons who are not elected officials and who are
    13  appointed by the President pro tempore of the Senate, the
    14  Minority Leader of the Senate, the Speaker of the House of
    15  Representatives and the Minority Leader of the House of
    16  Representatives for terms of office coterminous with that of the
    17  respective appointing authority; and shall be further
    18  conditioned on these appointees receiving full voting rights as
    19  members of the board of trustees.
    20     (b)  The University of Pennsylvania shall provide full,
    21  complete and accurate information as may be required by the
    22  Department of Education or the chairman or the minority chairman
    23  of the Appropriations Committee of the Senate or the chairman or
    24  the minority chairman of the Appropriations Committee of the
    25  House of Representatives.
    26     (c)  The University of Pennsylvania shall report its revenues
    27  and expenditures and present its financial statements in
    28  accordance with generally accepted accounting principles and
    29  procedures for educational institutions as set forth in the
    30  "Higher Education Finance Manual (1975)" and the "Commonwealth

     1  of Pennsylvania Budget Instructions for the State System of
     2  Higher Education, State-Related Universities and Non-State-
     3  Related Colleges and Universities."
     4     (d)  The Trustees of the University of Pennsylvania shall
     5  report on forms provided by the Department of Education to both
     6  the chairman and minority chairman of the Appropriations
     7  Committee of the Senate and the chairman and minority chairman
     8  of the Appropriations Committee of the House of Representatives
     9  by September 30, 2002, on how State-appropriated funds were
    10  expended for fiscal year 2001-2002 to reduce the costs to
    11  Pennsylvania resident students or to provide services to
    12  Pennsylvania residents.
    13     Section 3.  (a)  Payments to the University of Pennsylvania
    14  Museum on account of the appropriation provided in section 1(b)
    15  shall be made quarterly by the Executive Director of the
    16  Pennsylvania Historical and Museum Commission.
    17     (b)  The Trustees of the University of Pennsylvania shall
    18  provide full, complete and accurate information as may be
    19  required by the Pennsylvania Historical and Museum Commission or
    20  the chairman or the minority chairman of the Appropriations
    21  Committee of the Senate or the chairman or the minority chairman
    22  of the Appropriations Committee of the House of Representatives.
    23     Section 4.  This act shall take effect July 1, 2001, or
    24  immediately, whichever is later.
