HOUSE BILL

        SENATOR TILGHMAN, APPROPRIATIONS, IN SENATE, RE-REPORTED AS
           AMENDED, JUNE 11, 2001

                                     AN ACT

     1  Making appropriations to the Philadelphia Health and Education
     2     Corporation for the MCP Hahnemann University and for
     3     continuation of pediatric services.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  (a)  The sum of $8,142,000 is hereby appropriated
     7  to the Philadelphia Health and Education Corporation for the MCP
     8  Hahnemann University for the fiscal year July 1, 2001, to June
     9  30, 2002, for instruction in the Doctor of Medicine program.
    10     (b)  The sum of $1,798,000 is hereby appropriated to the
    11  Philadelphia Health and Education Corporation for the MCP
    12  Hahnemann University for the fiscal year July 1, 2001, to June
    13  30, 2002, for the general maintenance of the MCP Hahnemann
    14  University, including the Allied Health, Professions and
    15  Graduate School of the MCP Hahnemann University, and student
    16  aid.
    17     (c)  The sum of $321,000 is hereby appropriated to the

     1  Philadelphia Health and Education Corporation for the MCP
     2  Hahnemann University for the fiscal year July 1, 2001, to June
     3  30, 2002, for minority educational and recruitment programs.
     4     (d)  The sum of $791,000 is hereby appropriated to the
     5  Philadelphia Health and Education Corporation, for the fiscal
     6  year July 1, 2001, to June 30, 2002, for continued pediatric
     7  outpatient and inpatient treatment of severe physically
     8  disabling diseases.
     9     (e)  The sum of $166,000 is hereby appropriated to the
    10  Philadelphia Health and Education Corporation, for the fiscal
    11  year July 1, 2001, to June 30, 2002, for continued support of
    12  the handicapped children's clinic.
    13     (F)  THE SUM OF $4,000,000 IS HEREBY APPROPRIATED TO THE       <--
    14  PHILADELPHIA HEALTH AND EDUCATION CORPORATION, FOR THE MCP
    15  HAHNEMANN UNIVERSITY FOR THE FISCAL YEAR JULY 1, 2001, TO JUNE
    16  30, 2002, FOR TRANSITION EXPENSES.
    17     Section 2.  (a)  Payments to the Philadelphia Health and
    18  Education Corporation for the MCP Hahnemann University on
    19  account of the appropriations provided in section 1(a), (b) and   <--
    20  (c), (C) AND (F) shall be made quarterly by the Secretary of      <--
    21  Education on the basis of costs during the fiscal year and shall
    22  be conditioned on continuing authority for inclusion on the
    23  Board of Trustees of the Philadelphia Health and Education
    24  Corporation of a minimum of five persons who are not elected
    25  officials and who are appointed by the Governor, the President
    26  pro tempore of the Senate, the Minority Leader of the Senate,
    27  the Speaker of the House of Representatives and the Minority
    28  Leader of the House of Representatives for terms of office
    29  coterminous with that of the respective appointing authority;
    30  and shall be further conditioned on these appointees receiving

     1  full voting rights as members of the board of trustees.
     2     (b)  Payments to the Philadelphia Health and Education
     3  Corporation on account of the appropriations provided in section
     4  (d) 1(D) and (e) shall be made by the Secretary of Health in      <--
     5  equal quarterly payments.
     6     Section 3.  (a)  The Philadelphia Health and Education
     7  Corporation for the MCP Hahnemann University shall provide full,
     8  complete and accurate information FOR THE APPROPRIATIONS UNDER    <--
     9  SECTION 1(A), (B), (C) AND (F) as may be required by the
    10  Department of Education or the chairman or the minority chairman
    11  of the Appropriations Committee of the Senate or the chairman or
    12  the minority chairman of the Appropriations Committee of the
    13  House of Representatives.
    14     (b)  The Philadelphia Health and Education Corporation shall
    15  provide full, complete and accurate information for the
    16  appropriation under section APPROPRIATIONS UNDER SECTION 1(d)     <--
    17  and (e) as may be required by the Department of Health or the
    18  chairman or the minority chairman of the Appropriations
    19  Committee of the Senate or the chairman or the minority chairman
    20  of the Appropriations Committee of the House of Representatives.
    21     Section 4.  The Philadelphia Health and Education Corporation
    22  for the MCP Hahnemann University shall report its revenues and
    23  expenditures and present its financial statements in accordance
    24  with generally accepted accounting principles and procedures for
    25  educational institutions as set forth in the "Higher Education
    26  Finance Manual (1975)" and the "Commonwealth of Pennsylvania
    27  Budget Instructions for the State System of Higher Education,
    28  State-Related Universities and Non-State-Related Colleges and
    29  Universities."
    30     Section 5.  The trustees of the Philadelphia Health and

     1  Education Corporation for the MCP Hahnemann University shall
     2  report on forms provided by the Department of Education to both
     3  the chairman and minority chairman of the Appropriations
     4  Committee of the Senate and the chairman and minority chairman
     5  of the Appropriations Committee of the House of Representatives
     6  by September 30, 2002, on how State-appropriated funds were
     7  expended for fiscal year 2001-2002 to reduce the costs to
     8  Pennsylvania resident students or to provide services to
     9  Pennsylvania residents.
    10     Section 6.  This act shall take effect July 1, 2001, or
    11  immediately, whichever is later.
