AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, further providing for pedalcycle helmets for
3 certain persons.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 3510(d) of Title 75 of the Pennsylvania
7 Consolidated Statutes is amended and the section is amended by
8 adding a subsection to read:
9 § 3510. Pedalcycle helmets for certain persons.

11 (a.1) Nonmotorized scooters.--A person under 12 years of age
12 shall not ride, without wearing a helmet as prescribed by this
13 section, a nonmotorized, foot-propelled lightweight vehicle with
14 two small low-friction wheels.

16 (d) Penalty.--Notwithstanding any other provisions of law,
1 any violation of subsection (a) or (a.1) is punishable by a
2 fine, including all penalties, assessments and court costs
3 imposed on the convicted person not to exceed $25. The parent or
4 legal guardian having control or custody of a person under 12
5 years of age whose conduct violates this section shall be
6 jointly and severally liable with the person for the amount of
7 the fine imposed.
