AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in registration of vehicles, further providing for
registration and certificate of title required; in lighting
equipment, further providing for general lighting
requirements; in other required equipment, further providing
for exhaust systems, mufflers and noise control and
windshield obstructions and wipers; and, in inspection of
vehicles, further providing for operation of vehicle without
official certificate of inspection.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Sections 1301, 4303, 4523 and 4524 of Title 75 of
the Pennsylvania Consolidated Statutes are amended by adding
subsections to read:
§ 1301. Registration and certificate of title required.

(e) Exception.--No person shall be convicted of a violation
of this section prior to the first day of the fourth month after
the original expiration date, unless the person is also
convicted of another violation of this title which occurred at
the same time. No evidence discovered or obtained as a result of

a stop in violation of this subsection, including evidence
discovered or obtained with the operator's consent, shall be
admissible in any trial, hearing or other proceeding.
§ 4303. General lighting requirements.

(h) Exception.--No person shall be convicted of a violation
of this section unless the person is also convicted of another
violation of this title which occurred at the same time, or
unless a vehicle displays no lighted head lamps or rear lighting
required under section 4302(a) (relating to periods for
requiring lighted lamps). No evidence discovered or obtained as
a result of a stop in violation of this subsection, including
evidence discovered or obtained with the operator's consent,
shall be admissible in any trial, hearing or other proceeding.
§ 4523. Exhaust systems, mufflers and noise control.

(f) Exception.--No person shall be convicted of a violation
of this section unless the person is also convicted of another
violation of this title which occurred at the same time. No
evidence discovered or obtained as a result of a stop in
violation of this subsection, including evidence discovered or
obtained with the operator's consent, shall be admissible in any
trial, hearing or other proceeding.
§ 4524. Windshield obstructions and wipers.

(g) Violations.--No person shall be convicted of a violation
of this section unless the person is also convicted of another
violation of this title which occurred at the same time. No
evidence discovered or obtained as a result of a stop in
violation of this subsection, including evidence discovered or

obtained with the operator's consent, shall be admissible in any
trial, hearing or other proceeding.
Section 2. Section 4703(h) of Title 75 is amended by adding
a paragraph to read:
§ 4703. Operation of vehicle without official certificate of
inspection.

(h) Penalty.--
* * *
(3) No person shall be convicted of a violation of this
section prior to the first day of the fourth month after the
original expiration date on a vehicle inspection sticker
unless the person is also convicted of another violation of
this title which occurred at the same time. No evidence
discovered or obtained as a result of a stop in violation of
this subsection, including evidence discovered or obtained
with the operator's consent, shall be admissible in any
trial, hearing or other proceeding.
Section 3. This act shall take effect in 90 days.
