AN ACT 1 Making appropriations to the Trustees of the University of 2 Pennsylvania. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. (a) The following sums, or as much thereof as 6 may be necessary, are hereby appropriated to the Trustees of the 7 University of Pennsylvania for the fiscal year July 1, 2003, to 8 June 30, 2004, for the purposes and in the amounts as shown: 9 (1) For dental clinics........................ $846,000 10 (2) For instruction in the Doctor of Medicine 11 program........................................... 3,832,000 12 (3) For veterinary activities................. 36,523,000 13 (4) For cardiovascular studies................ 1,520,000 14 (b) The sum of $225,000 is hereby appropriated to the 15 Trustees of the University of Pennsylvania for the fiscal year 16 July 1, 2003, to June 30, 2004, for the general maintenance of 17 the University of Pennsylvania Museum and the purchase of such
1 apparatus and equipment as the trustees may deem necessary for 2 the best interest of the University of Pennsylvania Museum. 3 Section 2. (a) Payments to the University of Pennsylvania 4 on account of the appropriations for the items provided in 5 section 1(a) shall be made quarterly by the Secretary of 6 Education on the basis of costs during the fiscal year and shall 7 be conditioned on continuing authority for inclusion on the 8 Board of Trustees of the University of Pennsylvania of a minimum 9 of four persons who are not elected officials and who are 10 appointed by the President pro tempore of the Senate, the 11 Minority Leader of the Senate, the Speaker of the House of 12 Representatives and the Minority Leader of the House of 13 Representatives for terms of office coterminous with that of the 14 respective appointing authority; and shall be further 15 conditioned on these appointees receiving full voting rights as 16 members of the board of trustees. 17 (b) The University of Pennsylvania shall provide full, 18 complete and accurate information as may be required by the 19 Department of Education or the chairman or the minority chairman 20 of the Appropriations Committee of the Senate or the chairman or 21 the minority chairman of the Appropriations Committee of the 22 House of Representatives. 23 (c) The University of Pennsylvania shall report its revenues 24 and expenditures and present its financial statements in 25 accordance with generally accepted accounting principles and 26 procedures for educational institutions as set forth in the 27 "Higher Education Finance Manual (1975)" and the "Commonwealth 28 of Pennsylvania Budget Instructions for the State System of 29 Higher Education, State-Related Universities and Non-State- 30 Related Colleges and Universities." 20030H1379B3151 - 2 -
1 (d) The Trustees of the University of Pennsylvania shall 2 report on forms provided by the Department of Education to both 3 the chairman and minority chairman of the Appropriations 4 Committee of the Senate and the chairman and minority chairman 5 of the Appropriations Committee of the House of Representatives 6 by September 30, 2004, on how State-appropriated funds were 7 expended for fiscal year 2003-2004 to reduce the costs to 8 Pennsylvania resident students or to provide services to 9 Pennsylvania residents. 10 Section 3. (a) Payments to the University of Pennsylvania 11 Museum on account of the appropriation provided in section 1(b) 12 shall be made quarterly by the Executive Director of the 13 Pennsylvania Historical and Museum Commission. 14 (b) The Trustees of the University of Pennsylvania shall 15 provide full, complete and accurate information as may be 16 required by the Pennsylvania Historical and Museum Commission or 17 the chairman or the minority chairman of the Appropriations 18 Committee of the Senate or the chairman or the minority chairman 19 of the Appropriations Committee of the House of Representatives. 20 Section 4. Any moneys appropriated by this act that are <-- 21 applied on an individual basis to students, including, but not 22 limited to student financial assistance, shall be applied in 23 such a manner that 75% of the appropriated funds are used for 24 students who are residents of this Commonwealth. 25 Section 5. This act shall take effect July 1, 2003, or 26 immediately, whichever is later. 27 SECTION 4. THIS ACT SHALL TAKE EFFECT IMMEDIATELY. <-- C5L84SFL/20030H1379B3151 - 3 -
