                                     AN ACT

     1  Establishing procedures in State buildings regarding missing or
     2     lost children.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Short title.
     6     This act shall be known and may be cited as the Code Adam
     7  Act.
     8  Section 2.  Definitions.
     9     The following words and phrases when used in this act shall
    10  have the meanings given to them in this section unless the
    11  context clearly indicates otherwise:
    12     "Child."  An individual who is 17 years of age or younger.
    13     "Code Adam alert."  A set of procedures used in State
    14  buildings to alert employees and other users of the building
    15  that a child is missing.

     1     "Department."  The Department of General Services of the
     2  Commonwealth.
     3     "State building."  A structure occupied by any of the
     4  following:
     5         (1)  A Commonwealth agency as defined in 62 Pa.C.S. § 103
     6     (relating to definitions).
     7         (2)  A court or other officer or agency of the unified
     8     judicial system.
     9         (3)  The General Assembly and its officers and agencies.
    10  Section 3.  Procedures in State buildings regarding a missing or
    11                 lost child.
    12     (a)  Establishment.--Within 180 days of the effective date of
    13  this section, the department shall establish procedures for each
    14  State building for locating a child that is missing in the
    15  building.
    16     (b)  Notification and search procedures.--Procedures
    17  established under this section shall provide, at a minimum, for
    18  the following:
    19         (1)  Notifying security personnel that a child is
    20     missing.
    21         (2)  Obtaining a detailed description of the child,
    22     including name, age, eye and hair color, height, weight,
    23     clothing and shoes.
    24         (3)  Issuing a Code Adam alert and providing a
    25     description of the child, using a fast and effective means of
    26     communication.
    27         (4)  Establishing a central point of contact.
    28         (5)  Monitoring all points of egress from the building
    29     while a Code Adam alert is in effect.
    30         (6)  Conducting a thorough search of the building.

     1         (7)  Contacting local law enforcement.
     2         (8)  Documenting the incident.
     3  Section 10.  Effective date.
     4     This act shall take effect in 60 days.
