A JOINT RESOLUTION
1 Proposing an amendment to the Constitution of the Commonwealth
2 of Pennsylvania, authorizing the General Assembly to increase
3 the retirement benefits of beneficiaries who are spouses of
4 members of any State or municipal retirement system.
5 The General Assembly of the Commonwealth of Pennsylvania
6 hereby resolves as follows:
7 Section 1. The following amendment to the Constitution of
8 Pennsylvania is proposed in accordance with Article XI:
9 That section 26 of Article III be amended to read:
10 § 26. Extra compensation prohibited; claims against the
11 Commonwealth; pensions.
12 No bill shall be passed giving any extra compensation to any
13 public officer, servant, employee, agent or contractor, after
14 services shall have been rendered or contract made, nor
15 providing for the payment of any claim against the Commonwealth
16 without previous authority of law: Provided, however, That
17 nothing in this Constitution shall be construed to prohibit the
1 General Assembly from authorizing the increase of retirement
2 [allowances or pensions of members] benefits or pensions payable
3 to members or beneficiaries who are spouses of members of a
4 retirement or pension system now in effect or hereafter legally
5 constituted by the Commonwealth, its political subdivisions,
6 agencies or instrumentalities, after the termination of the
7 services of said member.
