AN ACT
1 Establishing certain criteria for funding of State-related
2 universities.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. Appropriation criteria.
6 (a) Minimum for educational and general expenses.--In
7 providing funds for the assistance of The Pennsylvania State
8 University, the University of Pittsburgh, Temple University and
9 Lincoln University, the General Assembly shall, in the line item
10 for educational and general expenses in the appropriation to
11 each such university, appropriate an amount at least equal to
12 the amount appropriated to each such university for the fiscal
13 year July 1, 1988, to June 30, 1989.
14 (b) Increases.--Any increase in funding to the universities
15 listed in subsection (a) for educational and general expenses
16 over the amount appropriated to each such university for the
17 fiscal year July 1, 1989, to June 30, 1990, for such purposes
1 shall be provided for in the form of an appropriation to the
2 Treasury Department within the General Appropriation Act for the
3 fiscal year, which amount shall be distributed by the Treasury
4 Department to the universities on a monthly basis during the
5 fiscal year, based on the individual institution's percentage of
6 full-time equivalent undergraduate and graduate students,
7 expressed in terms of full-time students as determined by the
8 Department of Education, compared to the total number of full-
9 time equivalent undergraduate and graduate students of all of
10 said universities.
11 Section 2. Effective date.
12 This act shall take effect immediately.
