AN ACT
1 Authorizing the indebtedness, with the approval of the electors,
2 of $30,000,000 for loans to libraries for the purpose of
3 constructing, establishing or modernizing facilities.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Submission of question.
7 The question of incurring indebtedness of $30,000,000 for
8 loans to libraries for the purpose of constructing, establishing
9 or modernizing facilities shall be submitted to the electors at
10 the next general election following enactment.
11 Section 2. Certification.
12 The Secretary of the Commonwealth shall forthwith certify the
13 question to the county boards of election.
14 Section 3. Form of question.
15 The question shall be in substantially the following form:
16 Do you favor the incurring of indebtedness of $30,000,000
17 for loans to libraries for the purpose of constructing,
1 establishing or modernizing facilities?
2 Section 4. Conduct of election.
3 The election shall be conducted in accordance with the act of
4 June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania
5 Election Code, except that the time limits for advertisement of
6 notice of the election may be waived as to the question.
7 Section 5. Use of proceeds.
8 Proceeds of the borrowing shall be used for loans to
9 libraries as shall be provided by law.
10 Section 6. Effective date.
11 This act shall take effect immediately.
