           YOUNGBLOOD, HALUSKA, HARHAI AND GEIST, JUNE 8, 1999

                                     AN ACT

     1  Amending Title 53 (Municipalities Generally) of the Pennsylvania
     2     Consolidated Statutes, authorizing municipalities to provide
     3     additional points on civil service examinations for municipal
     4     residents.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Chapter 21 of Title 53 of the Pennsylvania
     8  Consolidated Statutes is amended by adding a subchapter to read:
     9                            SUBCHAPTER A
    10                           CIVIL SERVICE
    11  Sec.
    12  2101.  Legislative intent.
    13  2102.  Optional grading for residents.
    14  § 2101.  Legislative intent.
    15     It is hereby declared to be the legislative intent of this
    16  subchapter to:
    17         (1)  Recognize and foster the additional commitment which
    18     residents of a community have to the betterment and well-


     1     being of that community.
     2         (2)  Recognize and foster the additional dedication and
     3     effort which result from residents having a vested interest
     4     in the health, safety and welfare of their own community.
     5         (3)  Recognize and foster the desire of residents to
     6     serve and improve their community.
     7  § 2102.  Optional grading for residents.
     8     When any person who is deemed a resident of a municipality
     9  for voting purposes for at least two years prior to taking any
    10  examination for appointment in the civil service of the
    11  municipality, takes such examination, the examination of that
    12  person shall be marked or graded in the same manner as provided
    13  for all other examinations. The governing body of the
    14  municipality may, by ordinance duly adopted, provide that when
    15  the examination of any such person is completed and graded, if
    16  the grade is passing, then such grading or percentage as the
    17  examination merits shall be increased by a maximum of 10% for
    18  every such person, and such total mark or grade shall represent
    19  the final grade or classification of such person and shall
    20  determine his or her order of standing on the eligible list.
    21     Section 2.  This act shall take effect in 60 days.
