                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for issuance and content of
     3     driver's license.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 1510(b) of Title 75 of the Pennsylvania
     7  Consolidated Statutes is amended to read:
     8  § 1510.  Issuance and content of driver's license.
     9     * * *
    10     (b)  Identification card.--
    11         (1)  The department shall, upon payment of the required
    12     fee, issue an identification card to any [person] of the
    13     following:
    14             (i)  A Commonwealth resident, six years of age or


     1         older, who has made application [therefor in such manner
     2         as the department shall prescribe or]. The person shall,
     3         at a minimum, provide the department with an official
     4         birth certificate or birth record as prescribed by the
     5         department and other information required by the
     6         department to prove the person's name, date of birth,
     7         Social Security number and proof of residency. The
     8         application of any person under the age of 18 years shall
     9         be signed by the father, mother, guardian or person in
    10         loco parentis, which signature shall be verified before a
    11         person authorized to administer oaths or before an
    12         authorized department employee. The application of any
    13         married person under the age of 18 years may be signed by
    14         the person's spouse, if the spouse is at least 18 years
    15         of age, and verified before a person authorized to
    16         administer oaths.
    17             (ii)  A person whose driver's license has been
    18         surrendered to the department because of a suspension or
    19         revocation of an operating privilege under this or any
    20         other title.
    21         (2)  The identification card shall have substantially the
    22     same content as a driver's license but shall clearly indicate
    23     that it is not a driver's license.
    24         (3)  Upon failure of any person to pass any examination
    25     required under section 1514 (relating to expiration and
    26     renewal of drivers' licenses), the department shall, where
    27     appropriate, issue a complimentary identification card as an
    28     expression of gratitude for years of safe driving. The card
    29     shall only be issued upon receipt of the person's driver's
    30     license.
