AN ACT
Making an appropriation from Federal augmentation funds within
the General Fund to the Department of Community and Economic
Development for the purpose of the Low-Income Home Energy
Assistance Block Grant-Weatherization Program for the fiscal
year July 1, 2015, to June 30, 2016.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The following sum, or as much thereof as may be
necessary, is specifically appropriated from Federal
augmentation funds within the General Fund to the Department of
Community and Economic Development for the fiscal year July 1,
2015, to June 30, 2016, for the purpose and in the amount shown:

Section 2. The Low-Income Home Energy Assistance Block Grant
(LIHEABG) is to help lessen the impact of the high cost of

energy on low-income families and individuals, including energy
efficiency grants for low-income dwellings. The following shall
apply:
(1) In addition to any specific amounts appropriated in
this act or any other act for the fiscal year July 1, 2015,
to June 30, 2016, all other money received from the Federal
government for the weatherization portion of the Low-Income
Home Energy Assistance Program, either through an increase in
the regular program or pursuant to a presidential release of
contingency funds, is hereby appropriated to the Low-Income
Home Energy Assistance Program.
(2) No less than 15% of the LIHEABG funds received shall
be used for weatherization. LIHEABG funds received pursuant
to a presidential release of contingency funds shall be
exempt from the 15% requirement.
Section 3. Except as otherwise provided by law, the
appropriation in this act unexpended, uncommitted or
unencumbered as of June 30, 2016, shall automatically lapse as
of that date.
Section 4. This act shall apply retroactively to July 1,
2015.
Section 5. This act shall take effect immediately.
