                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing for the establishment of a program to
     3     etch vehicle identification numbers on the windows of
     4     vehicles.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 4524 of Title 75 of the Pennsylvania
     8  Consolidated Statutes is amended by adding a subsection to read:
     9  § 4524.  Windshield obstructions and wipers.
    10     * * *
    11     (f)  Exception.--This section shall not apply to etchings on
    12  the front windshield or side and rear windows made pursuant to §
    13  4733 (relating to antitheft etching program).
    14     Section 2.  Title 75 is amended by adding a section to read:
    15  § 4733.  Antitheft etching program.
    16     (a)  Establishment.--The department shall establish a program
    17  that will enable a vehicle owner to have the vehicle's vehicle

     1  identification number permanently etched on the front windshield
     2  and windows of the vehicle. The etching service shall be
     3  provided at official inspection stations which may impose a
     4  reasonable charge for the service.
     5     (b)  Rules and regulations.--The department shall promulgate
     6  rules and regulations to establish and implement the program
     7  provided for in subsection (a).
     8     Section 3.  This act shall take effect in 60 days.
