AN ACT
1 Amending Title 53 (Municipalities Generally) of the Pennsylvania
2 Consolidated Statutes, providing for a southeastern
3 Pennsylvania stadium site referendum.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Title 53 of the Pennsylvania Consolidated
7 Statutes is amended by adding a chapter to read:

16 § 8301. Short title of chapter.
17 This chapter shall be known and may be cited as the
18 Southeastern Pennsylvania Stadium Site Referendum.
1 § 8302. Definitions.
2 The following words and phrases when used in this chapter
3 shall have the meanings given to them in this section unless the
4 context clearly indicates otherwise:
5 "Central county." A county of the first class.
6 "Contiguous county." A county, other than a county of the
7 first class, that:
8 (1) has a boundary that touches, even at a single point,
9 a county of the first class;
10 (2) is a county of the third class and shares common
11 boundaries at more than a single point with two counties
12 described in paragraph (1); or
13 (3) is any municipality located in a county that is
14 partially or completely within a 100-mile radius of a
15 municipality of the first class.
16 § 8303. Authorization.
17 The County Board of Election or equivalent office of each
18 contiguous municipality shall cause to be printed on the
19 official ballot, at the primary or general election occurring at
20 least 30 days next following the effective date of this chapter,
21 a nonbinding referendum to determine the will of the electorate
22 in the central county and in each contiguous municipality with
23 respect to the location of sports stadiums in the City of
24 Philadelphia.
25 § 8304. Form of question.
26 The referendum question shall be in substantially the
27 following form:
28 Do you favor the location of a new baseball stadium in
29 the City of Philadelphia at:
30 (1) Broad and Spring Garden Streets;

1 (2) 30th Street;
2 (3) South Philadelphia Sports Complex; or
3 (4) Port Richmond?
4 § 8305. Conduct of election.
5 The referendum required under this chapter shall be
6 advertised and conducted in accordance with the provisions of
7 the act of June 3, 1937 (P.L.1333, No.320), known as the
8 Pennsylvania Election Code.
9 Section 2. This act shall take effect in 60 days.
