        AS RE-REPORTED FROM COMMITTEE ON APPROPRIATIONS, HOUSE OF
           REPRESENTATIVES, AS AMENDED, JUNE 29, 2005

                                     AN ACT

     1  Amending the act of February 9, 1999 (P.L.1, No.1), entitled "An
     2     act providing for borrowing for capital facilities;
     3     conferring powers and duties on various administrative
     4     agencies and officers; making appropriations; and making
     5     repeals," further providing for procedures for capital budget
     6     bill and debt-authorizing legislation AND FOR APPROPRIATION    <--
     7     FOR AND LIMITATION ON REDEVELOPMENT ASSISTANCE CAPITAL
     8     PROJECTS.

     9     The General Assembly of the Commonwealth of Pennsylvania
    10  hereby enacts as follows:
    11     Section 1.  Section 303(b) of the act of February 9, 1999
    12  (P.L.1, No.1), known as the Capital Facilities Debt Enabling
    13  Act, is amended to read:
    14  Section 303.  Procedures for capital budget bill and debt-
    15                 authorizing legislation.

    17     (b)  Itemization.--[The]
    18         (1)  Except as set forth in paragraph (2), the capital
    19     budget bill must specifically itemize, by brief identifying
    20     description and estimated financial cost, the capital

     1     projects to be financed from:
     2             (i)  the proceeds of obligations of the Commonwealth
     3         [except where such itemization is]; or
     4             (ii)  current revenues.
     5         (2)  Paragraph (1) does not apply if the itemization is:
     6             (i)  contained in or approved by prior legislation
     7         referred to in the capital budget bill [or except where
     8         such itemization is]; or
     9             (ii)  included in one or more supplemental capital
    10         budget bills.
    11         (3)  Projects must be listed in separate categories as
    12     well as according to the fund to be charged with the
    13     repayment of the obligations to be incurred.
    14         (4)  The capital budget bill must state the maximum
    15     amount of such obligations which may be incurred in the
    16     ensuing fiscal year to provide funds for and towards the
    17     financial costs of each category of capital projects, which
    18     shall be by the issue of general obligations of the
    19     Commonwealth.

    21     SECTION 2.  SECTION 317(B) OF THE ACT, AMENDED JULY 4, 2004    <--
    22  (P.L.516, NO.67), IS AMENDED TO READ:
    23  SECTION 317.  APPROPRIATION FOR AND LIMITATION ON REDEVELOPMENT
    24                 ASSISTANCE CAPITAL PROJECTS.
    25     * * *
    26     (B)  LIMITATION.--THE MAXIMUM AMOUNT OF REDEVELOPMENT
    27  ASSISTANCE CAPITAL PROJECTS UNDERTAKEN BY THE COMMONWEALTH FOR
    28  WHICH OBLIGATIONS ARE OUTSTANDING SHALL NOT EXCEED, IN
    29  AGGREGATE, [$2,150,000,000] $2,650,000,000.
    30     Section 2 3.  This act shall take effect immediately.          <--
